What is SNAP?

The Wisconsin Humane Society’s Spay/Neuter Assistance Program (SNAP) helps low-income animal guardians access affordable spay/neuter services for their animals in Milwaukee, Ozaukee, and Racine Counties. Through SNAP, WHS veterinary staff provide your dog or cat with a rabies and distemper (DHPP or FVRCP) vaccine, spay/neuter surgery and deworming, if needed.

Veterinarians will discuss other optional services with you at the time of your appointment. For follow-up preventive care or for services other than spay/neuter, please contact your veterinarian.

Who qualifies?

SNAP serves animals from low-income households. The program is designed to reduce pet overpopulation so we only serve cats and dogs that are not already spayed or neutered.

To qualify for the program, you must demonstrate financial need by presenting one of the following:

  • College/University student ID
  • Forward card or proof of state medical benefits
  • Quest card or proof of state food assistance
  • Wisconsin Works statement
  • Letter confirming current unemployment compensation
  • Social Security letter or statement
  • Kinship Care statement
  • Proof of income demonstrating yearly household income 70% of poverty level or below

How do I apply for SNAP at the Milwaukee Campus?

To apply, please complete the Spay/Neuter Assistance Application or call us at (414) 431-6132 with your name, address and phone number to request a mailed application.

After submitting the application, please mail or drop off a $10 non-refundable application fee for each animal at the address below. Please keep in mind that we are unable to accept personal checks.

Pricing below includes the $10 application fee. If your animal is not current on vaccinations, we will provide them at the time of surgery. This pricing is effective for appointments scheduled after 9/30/14.

 The WHS Milwaukee Campus offers optional services such as microchipping and heartworm testing for an additional fee.


Please note: There is currently a 5-6 month waiting list for SNAP surgeries, so please plan accordingly.


After we review your application, we will contact you to confirm that you qualify for the program and to set an appointment.

How do I apply for SNAP at the Ozaukee Campus?

To apply, please complete the Spay/Neuter Assistance Application or call us at (262) 988-5981 with your name, address and phone number to request a mailed application.

After submitting the application, please mail or drop off a $10 non-refundable application fee for each animal at the address below. Please keep in mind that we are unable to accept personal checks.

How do I apply for SNAP at the Racine Campus?

To apply, you must present all of the following in person at the WHS Racine Campus
(2706 Chicory Road, Racine, WI): 

  • A completed SNAP application
  • Proof of current vaccinations (Rabies & Distemper) for each animal you wish to have spayed/neutered*
  • Proof of financial need (as listed above)
  • Up-front payment for all services

*Please note: The WHS Racine Campus is only able to serve animals who are current on their vaccinations. If your animal needs vaccines, we do offer low-cost clinics; view upcoming dates here.

Please note: The SNAP program is extremely popular and we are regularly booking out 6-8 weeks in advance. Out of courtesy to those interested in the SNAP program, we can only permit one cancelled or rescheduled appointment. If a second appointment is cancelled, it may be more than 6 months before we can schedule another time for your animal to be seen.
